These are politicians or villains in a position of authority who engage in corrupt, sometimes evil, acts against their own people. They abuse the law/rules for their own purposes, sometimes exploiting it or changing it outright. Though not all officials have absolute power, they tend to abuse what power they do have until their term in power ends, or they die or are removed from power.
