Lawful Evil refers to individuals, organizations and events that utilize law and order to oppress others - they do not often engage in the kind of reckless murder and mayhem of Chaotic Evil and often try to limit chaos that does not benefit their goals (which is often to enforce harsh laws or to gain power for themselves).
