He utilized forced labor from gulags to build the White Sea-Baltic Canal, which led to the deaths of 25,000 people. He was also one of the perpetrators of [[the Holodomor]]. 

Eventually he became a victim of the Purge and was executed on the grounds of sabotage and espionage.
