Crackers are people who illegally access information on the internet which they usually would not have access to. Although almost all forms of hacking are highly illegal, there is often a distinction made between hackers who perform such actions for what they view as good causes (such as testing security systems or combatting cyber-terrorism, known as "White Hat hackers") and crackers, those who use it for personal gain (such as stealing accounts, identity theft or in extreme cases trying to gain information on governments/military, also known as "Black Hat hackers"). Some does unethical cracking/hacking but not for personal gains, which they will disclose such vulnerabilities to the organization (known as "Gray Hat hackers").

Collectively, they are known as "Threat Actors."
- Script Kiddies - Inexperienced crackers using pre-existing tools or applications to gain access.
- Cybercriminals - They are motivated by financial gains, wherein they earn money through stealing information, stealing from organizations, etc.
- Hacktivists - They use their hacking skills to protest their political/social ideology or goals. All Hacktivists are Gray Hat hackers.
- State-Sponsored - Hackers who steal Government data, intelligence, or networks from an opposing State. They engage in Cyberwarfare.
