With a 40 yard dash time of 4.27 seconds, Ruggs was one of the fastest recorded receivers to ever participate in the NFL Combine. This speed was a key factor in the Oakland Raiders drafting of him in 2020 in the 1st round, 12th overall. On November 2nd , 2021, Ruggs was involved in a car accident that killed a woman and her dog in Las Vegas, Nevada. Traveling well over 150 miles-per-hour, Ruggs slammed his Chevy Stingray into the back of Tina Tintor's Toyota RAV4, setting the car on fire and burning her alive. Ruggs was found at the scene and was transported to the University Medical Center of Southern Nevada, were he was treated for non-life threatening injuries. He was then booked in Clark County Detention Center, he is currently awaiting a preliminary hearing and trial.
