An ethnic [http://en.wikipedia.org/wiki/Hutu Hutu], Nizeyimana was born in [http://en.wikipedia.org/wiki/Gisenyi Gisenyi] prefecture in 1963, in the same commune as President [[Juvénal Habyarimana]]. In 1994, he held the rank of [http://en.wikipedia.org/wiki/Captain_%28land_and_air%29 captain] in the [http://en.wikipedia.org/wiki/Rwandan_Armed_Forces Rwandan Armed Forces], and was the second-in-command, after [http://en.wikipedia.org/w/index.php?title=Tharcisse_Muvunyi&action=edit&redlink=1 Tharcisse Muvunyi], of the [http://en.wikipedia.org/w/index.php?title=%C3%89cole_des_sous-officiers&action=edit&redlink=1 École des sous-officiers] (ESO). On November 27, 2000, the [http://en.wikipedia.org/wiki/International_Criminal_Tribunal_for_Rwanda International Criminal Tribunal for Rwanda] (ICTR) issued an [http://en.wikipedia.org/wiki/Indictment indictment] against Nizeyimana, charging him with "[[genocide]], or in the alternative complicity in genocide, direct and public incitement to commit genocide, and [[crimes against humanity]]." According to the African Rights organisation he is a key member of the [http://en.wikipedia.org/wiki/Rwandan_Genocide genocidical] [[Hutu Power]] [[FDLR]] militia.
