==Legal proceedings==
Ramos was officially charged in July 2018. He pleaded guilty but not criminally responsible due to insanity. However, he was deemed sane after an evaluation by the Department of Health and Mental Hygiene. The trial was delayed several times due to the ongoing COVID-19 pandemic.<ref>[https://apnews.com/article/25225cb7dfdb406aa798e89493ee1194 Man accused in newspaper shootings to face trial next June], ''Associated Press''</ref> At trial, testimony was heard from survivors of the shooting and a court-appointed psychiatrist who told the court that Ramos was motivated by a fixation on revenge and had expressed regret that he had been unable to kill everyone in the building.
