At 2:34 PM, Jarrod entered into the Capital Gazette building with a Mossberg 500 shotgun and barricaded the rear entrance. He then began to fire into an office and started shooting people, during a pause many people fled but Wendi Winters charged at Jarrod with a trash can and a recycling but was shot dead by him. Police later discovered Jarrod underneath a desk and took him into custody.

Ramos was officially charged in July 2018. He pleaded guilty but not criminally responsible due to insanity. However, he was deemed sane after an evaluation by the Department of Health and Mental Hygiene. The trial was delayed several times due to the ongoing COVID-19 pandemic. At trial, testimony was heard from survivors of the shooting and a court-appointed psychiatrist who told the court that Ramos was motivated by a fixation on revenge and had expressed regret that he had been unable to kill everyone in the building. In July 2021 the jury rejected Ramos's insanity defence and convicted him on all counts. On 28 September 2021 he received six life sentences plus an additional 345 years in prison.
