Léon Mugesera (born 1952) is a Rwandan expolitical, who lived in Quebec, Canada. He was deported from that country for his inflammatory anti-Tutsi speeches which, according to his critics, were forerunners of the outbreak of the Rwandan genocide in 1994, and in 2016 he was sentenced to life imprisonment.1
 
Being of the Hutu ethnicity, Mugesera was a member of the ruling Hutu party, the MRND, which had strong ties to the Rwandan Armed Forces. He was vice-president of his party for the Gisenyi prefecture.
 
Deportation was delayed due to concerns about the possible use of the death penalty in Rwanda, but Rwanda abolished the death penalty in 2007. Mugesera began to fight his deportation on the basis of fear of being tortured in Rwanda. As Canada would be reluctant to deport someone who might face torture, Kigali offered Canada "diplomatic assurances" about Mugesera's treatment.
 
On January 23, 2012, a Quebec Superior Court judge rejected Mugesera's offer to avoid his deportation. That same day, at 4:00 p.m., Mugesera was deported through the Montreal International Airport. On April 15, 2016, Mugesera was sentenced to life in prison by a Rwandan court.
