Born in Kurami, Okayama Prefecture, his parents were Shinichiro and Masayo. Both died of pulmonary tuberculosis when Toi was still a baby, so he and his older sister Minako were raised by their grandmother Yone.
He was interested in ¨Yobai (夜這い¨, a rural Japanese custom of sneaking into the bedrooms of womens in search of sexual relations.

At around 1:40 a.m., he killed his grandmother by decapitating her with an axe, tied two flashlights to his head, then went house to house stabbing or shooting his victims. In a matter of 90 minutes, Toi killed 29 people (27 died instantly, 2 were seriously injured and died later) and 3 people were wounded. At dawn, Toi committed suicide by shooting himself in the chest.
