It was behind many terrorist bombings committed with the aim of creating fear and resulting in more support for authoritarianism, known as the strategy of tension. While this has never been definitively proven, it is commonly suspected that ON was linked to the CIA-organized stay-behind network Operation Gladio, and that many Gladio members used CIA-supplied weapons and explosives to supply ON.
