He is likely the most brutal cop in the history of the United States. Unlike most brutal cops instead of arresting the victim and then killing them on the spot or killing them out of fear. He instead ordered the victim to crawl to him. Daniel begged not to shoot him and was crying. Philip waited for the victim to do something that will cause him to shoot him. Which the victim pulled his pants up from exhaustion and then Philip shot him 5 times with his AR. Before the shooting he had the words your fucked engraved on his rifle. He most likely wanted to kill someone before.
