The party was established on the 18th September 1943, only a few days after [[Benito Mussolini|Mussolini]]'s release from prison orchestrated by the Nazis in what had been called Operation Quercia. The first meeting of the party took place at the Verona Congress on the 14th November1943 where the "''Verona Manifesto''" was issued, a programmatic document that attempted to harmonize the different souls of [[fascism]] (the hierarchs, the movementists and the fascists of socialist ideas).
