If I could jump in here;
You realise that you do not need admin approval for every single page? If I had to ask permission every time I wanted to do something, nothing would ever get created. If you aren't sure if somebody meets the standard, check the [[Specifications for Warranting a Page|specs]]. It's only after this that you need to ask if you're still unsure. For example, Lacey Spears was convicted of murdering a child and Raymond Frolander raped an eleven-year-old, so both of those people would deserve a page. On the other hand, Carole Baskin hasn't really done anything other than throw a potato at her first husband, and the admins have previously refused to allow her on the wiki.
