Vsevolod Apollonovych Balitsky (November 27th, 1892 - November 27th, 1937) was a Ukrainian member of the Communist Party of the Soviet Union and a senior member of the NKVD. He was responsible for overseeing The Holodomor in Ukraine, and later became head of the far east branch of the NKVD following the execution of his predecessor Terenty Deribas. On July 7th, 1937, Stalin, who sought to have him removed from his position as part of the Great Purge, had Genrikh Lyushkov order Balitsky's arrest.
