Foster was responsible for the majority of the drugs coming into South Tyneside, if not the North East. He was dealing on a huge scale. He was living well beyond his means, driving Porches and Mercedes, shopping in Prada. He had a history of violence, his origins were with the [Boys of South Shields], a notorious gang. He was feared by many. Throughout the inquiry we had problems with people not wanting to speak to the police because of the fear Alan Foster would get them and kill them.

Allan James Foster is a British fugitive and drug dealer suspected of the murder of David Rice in 2006.[1]

According to the Metropolitan Police, Rice has connections to the "notorious gang" known as the Boys of South Shields (BOSS). He was known to be a large-scale drug dealer and may have been responsible for most of the drugs coming into the borough of South Tyneside. Foster is known to be violent, with many people in South Shields being too afraid to talk to the police because they were afraid that Foster would kill them.[2]

On May 24, 2006, David "Noddy" Rice was shot nine times by Foster in Marsden Bay Car Park, South Shields. Foster and an unknown accomplice then fled in a car that was later found burned in Lizard Lane. Foster, who is also wanted for theft and two counts of conspiracy to traffic drugs, then disappeared. Since then, the National Crime Agency has considered Foster one of the UK's most wanted fugitives. Police believe that Foster is hiding in Spain.[3]

In 2008, a court heard that police informants believed Foster to be dead. However, police do not have any evidence confirming this intelligence and he remains wanted.

Currently, Crimestoppers is offering a £5,000 reward for information leading to the arrest of Allan Foster.
