Collective punishment is the mass punishment of more than two innocent people, as retaliation for a perceived wrongdoing that only one, or very few individuals committed. Entire families, groups of friends, acquaintances, and neighbors can be affected. In worst-case scenarios, entire ethnic groups, cities, religions, political affiliations, and skin colors have been affected.
Collective punishment is a human rights abuse and can constitute crimes against humanity.
