In 1994, he held the rank of [http://en.wikipedia.org/wiki/Lieutenant lieutenant] in the [http://en.wikipedia.org/wiki/Rwandan_Armed_Forces Rwandan Armed Forces], and was the commander of the Ngoma camp in [http://en.wikipedia.org/wiki/Butare_Province Butare prefecture]. On November 27, 2000, the [http://en.wikipedia.org/wiki/International_Criminal_Tribunal_for_Rwanda International Criminal Tribunal for Rwanda] (ICTR) issued an [http://en.wikipedia.org/wiki/Indictment indictment] against Hategekimana, charging him with "[http://en.wikipedia.org/wiki/Genocide genocide], or in the alternative complicity in genocide, direct and public incitement to commit genocide, and [http://en.wikipedia.org/wiki/Crimes_against_humanity crimes against humanity]." Hategekimana was the chief of security in a Rwandan refugee camp in Loukolela, northern Republic of Congo for some years prior to his arrest. He lived with his wife there and was a respected leader living under the alias "Isidore Balihafi".
