John Refra, better known as John Kei, is an Indonesian gangster and debt collection ring leader. His debt collection ring is infamous for being one of Jakarta's largest crime organizations.

Kei has been arrested for the murders of Basri Sangaji and Tan Harry Tantono. The former of which he was released due to lack of evidence, but he was successfully sentenced to 16 years in prison for the latter's murder. He was also responsible for torturing and disemboding the fingers of his brothers, Jemry and Charles Refra.
