Pascal Simbikangwa

Pascal Simbikangwa (1959) is the former spy chief and captain of the presidential guards of Rwanda. He held these positions during the Rwandan Genocide of 1994, and following the genocide was convicted of crimes against humanity.

During the genocide, Simbikangwa compiled a list of Tutsi leaders to be targeted by Interahamwe and Impuzamugambi death squads. As a member of the entourage of Rwandan president Theodore Sindikubwabo, Simbikangwa was involved in the planning of massacres, assassinations and various other human rights violations. He was also the top shareholder in Radio Télévision Libre des Mille Collines.
Following the end of the genocide, Simbikangwa fled the country and tried to seek asylum in France, but was arrested for travelling with false documents and recognised. Under an existing French law, people accused of crimes against humanity can be extradited from any country to France. Simbikangwa was convicted and sentenced to 25 years in prison. His subsequent appeals both failed to free him from prison.
