Specifications for Warranting a Page/Torture

Torture is easily understood but actually very hard to exactly define. For example, the European Convention on Human Rights bans torture but does not actually use the word! Instead it bans "inhumane or degrading treatment". This is a judgement call; was there deliberate infliction of pain, or fear, or psychological abuse? Was it prolonged? If yes, this was probably torture.
