Thomas Robert Payne (born 19 November 1950) is a former basketball player. He was the first African-American to play basketball for the University of Kentucky.

In 1972 Payne was convicted of raping a woman in Georgia, serving five years in prison. After completing his sentence he was extradited to Kentucky to serve his sentence for a separate rape conviction. He was paroled in 1983, only to be arrested and convicted in California on yet another rape charge in 1986. He was paroled again in 2000 but was returned to prison in Kentucky for a parole violation. He was paroled for the final time in 2019.
