Kleptocracy
A Kleptocracy is the establishment and development of power based on capital theft, institutionalizing corruption and its derivatives such as nepotism, client politics, embezzlement, money laundering, and peculation, so that these criminal actions go unpunished because all sectors of power are corrupt, from justice, law enforcement officials and the entire political and economic system.
It is a recent term, and is often used disparagingly to say that a government is corrupt and thief.
