A '''Kleptocracy''' is the establishment and development of power based on capital theft, institutionalizing corruption and its derivatives such as nepotism, client politics, [[embezzlement]], [[money laundering]], and peculation, so that these criminal actions go unpunished because all sectors of power are corrupt, from justice, law enforcement officials and the entire political and economic system.

It is a recent term, and is often used disparagingly to say that a government is corrupt and thief.
