Usually, villains clash with "heroes", but people in this category possess the distinction of fighting other villains instead, or alongside fighting heroes. The motive is often territorial, with gang wars being a very good example of "Evil vs. Evil." Some are just people broken by the hell they live in and have experienced, who despise someone else for having seemingly stolen something they each care about.
